Single Polling Centre for the 2015 Election in Mexico City. Reflection of the National Elections System
The political and electoral constitutional reform occurred in Mexico in 2014, meant a deep change in the administrative functioning of the electoral system and the relationship between national and local electoral authorities. The implementation of a “single polling center” model that allows citizens to vote in one place and at one board during federal and local concurrent election, put to the test inter-agency coordination between electoral authorities at different levels, in the context of an “hybrid” administrative system emerged from the constitutional rules. This paper analyzes three fundamental processes of electoral organization from the local perspective of Mexico City, and invites a reflection on overcome challenges and opportunity areas identified in an electoral system that on one hand limits the autonomy of the local electoral authorities whit the idea of enduring election integrity and in the other hand, puts into question the validity of the national federal pact.
