Abstract

Recognizing the internal transparency of the legislative process as an essential element for the functioning of any democratic congress, this paper focuses on identifying the factors that determine the fow of information concerning the legislative process within the House of Representatives in México, and with it, the consequences of information control during the decisionmaking process. This article demonstrates that the internal transparency of the legislative process seems to be defned more by specifc actors than by the same institutional framework that regulates these activities.
