Los últimos protectorados. Lecciones de las administraciones temporales de Naciones Unidas en Kosovo y Timor Oriental
En la última década del siglo XX, el Consejo de Seguridad utilizó una herramienta que había sido poco usada previamente: administraciones temporales sobre territorios que sufrieron conflictos de alta intensidad. Estas administraciones son una muestra clara de los amplios poderes de Naciones Unidas. También son importantes para entender el desarrollo posterior de los sistemas internacionales, incluyendo elementos de gran escala como el derecho internacional penal y la responsabilidad para proteger, y a explicar las situaciones políticas inmediatamente posteriores en Irak y Afganistán. Sin embargo, la narrativa histórica las ha olvidado. El presente artículo busca analizar las administraciones, las razones por las que fueron las últimas, y sus efectos político-jurídicos.
